New regulations for commercial passenger vehicles

Consultation has concluded

Thank you to everyone who provided feedback on the proposed Commercial Passenger Vehicle Industry Regulations 2018.

Transport for Victoria (TfV) considered all of your feedback and made a final recommendation to the Minister for Public Transport.

The Regulations have now been made and are available here

Changes to the Road Rules

TfV also recommended changes to the Road Rules to the Minister for Roads and Road Safety to clarify who is permitted to stop in taxi ranks, bike lanes, clearways, bus lanes and transit lanes

The changes to the Road Rules have been made and are available here

Start date for regulations

Most of the new regulations commenced on 2 July 2018.

The following new regulations will commence at a later date to provide the industry with enough time to comply:

  • Mandatory vehicle markings will start on 1 September 2018
  • The notifiable incidents scheme and the requirement for industry to maintain a safety risk register will start on 1 March 2019
  • BSP registration for small operators (owners of one or two vehicles) will start on 1 July 2019.
